Emphasis is on operations of Congressional Committees involved in authorizing legislation and in legislating appropriations. Primary attention focused on such areas as how legislative priorities are set; how substantive and appropriation legislation of USDA is processed; how conflicts in USDA's legislative program are resolved at the departmental, OMB, and Congressional levels.
