Seventh. Petitioner has resided continuously in the Philippines since 1983, or for a period of more than ten (10) years at the time of the filing this petition.

Tenth. Petitioner has filed with the Office of the Solicitor General at least one year prior to the filing of this petition his declaration under oath that it is my bona fide intention to become a citizen of the Philippines.

Eleventh. Petitioner is of good moral character. He believes in the principles underlying the Philippine Constitution. He has conducted himself in a proper and irreproachable manner during the entire period of his residence in the Philippines in his relations with the constituted government as well as with the community in which he is living. He mingles socially with the Filipinos and he has evinced a sincere desire to learn and embrace the customs, traditions, and ideals of the Filipinos. He has all the qualifications required under Section 2 and none of the disqualification enumerated under section 4 of Commonwealth Act No. 473, as amended.

Petitioner is not opposed to organized government, or affiliated with any association or group of persons, who uphold and teach doctrines opposing all organized governments. He is not defending or teaching the necessity or propriety of violence, personal polygamist nor a believer in the practice of polygamy. He has not been convicted of any crime involving moral turpitude. He is not suffering from any

Fourteenth. Petitioner's character witnesses are Daisy J. Antonio and Eddie D. Ferolino, both Filipino citizens, of legal age, and residing at S-15 Modesto St., M. Lupa, Valenzuela City and Ph 7C Pkg 7 Blk 45 Lot Excess, B. Silang, Caloocan City, respectively, who have executed affidavits attached hereto in support of this petition, together with brief biographical data about themselves and statements describing the dates they first came to know petitioner, the circumstance of their initial acquaintance and the reason and extent of their continuing familiarity, and the number of times that witnesses had already acted as character reference in other application naturalization.

WHEREFORE, petitioner respectfully prays that this Honorable Court, after the required publication of the instant petition and/or notice of hearing, after hearing and compliance with all the statutory requirements:

1. GRANT the instant petition, and

2. ORDER the issuance of the proper naturalization certificate and the registration of the same in the proper civil registry; and

3. After finding that petitioner has complied with all other statutory requirements and after granting of the instant petition, Issue an order granting citizenship to the petitioner and allowing him to take the required oath of allegiance.

Petitioner further prays for other just and equitable relief.

I, JIAN CHEN XE, also known as JOSE SIA, married, of legal age, Chinese national do hereby declare under oath that:

It is my intention in good faith to become a citizen of the Philippines and to permanently reside therein;

I have been residing at Unit 906 King Center Building, Sgt. E. Rivera St., Manresa, Quezon City since 2001 but previously I resided at the following addresses:

563 Quintin Paredes St., Manila from 1983 to 1990;

No. 201 Banal St., 8th St., cor. 6th Ave., Caloocan City from 1991 to 2000;

I am a businessman and registered partner of Antar Trading Company with

office address at 201 6th Avenue, Grace mingle socially with the Filipinos and I have Park, Caloocan City;

I am a permanent resident of the Philippines under Republic Act 7919 with an Alien Certificate of Registration No. E050036 issued by the Bureau of Immigration on August 9, 1995 and Immigration Certificate (ICR) No. 2692963 issued on November 21, 1988, certified copies of which is attached hereto as Annexes "A and B;"

I was born on March 16, 1963 in Fujian, China and my physical description and distinguishing marks are as follows: Height165.1 cm.; Weight-59.09 kg.; Complexionyellow and Eye Color-brown;

I migrated to the Philippines from China and first arrived at the Manila International Airport on April 27, 1983 as shown by my ICR; however the Bureau of Immigration computerized its records only sometime in 1992 hence based on the bureau's available computer database/passenger manifest my earliest recorded date of arrival was on January 1, 1993 as returning resident. Certificate of Arrival is attached hereto as Annex "C."

I am married to LU SHA RU, a Chinese citizen born in Fujian, China on October 5, 1976; our marriage which was solemnized on July 27, 1998 in Caloocan City has begotten us two daughters named SHEILA LU XIE, born on July 2, 1998 in Manila, and JULIE ANN LU XIE, born on July 27, 2001 in Manila and;
