Subchapter A contains the regulations of the Post Office Department which are intended to assist the users of its do- mestic services in obtaining the maxi- mum benefits from its personnel and facilities. Thus, this subchapter in- cludes the specified rates for stamps and postage and the restrictions governing their use, the particulars distinguishing the various classes of mails and the con- ditions entitling the public to the privi- leges of those classes, the requirements for proper wrapping and mailing of mat- ter to be mailed, an explanation of the
collection and delivery services of the Department, details of the special mail and nonmail facilities of the Depart- ment and the provisions for the trans- portation of the mail. Notwithstanding any statement contained in this sub- chapter the burden rests with the mailer to assure that he has complied with the laws enacted by Congress.
Annual Report of the Postmaster General.. $0.75. The Postmaster General presents the annual report to the President on the services of the Post Office Department for the fiscal year. The foreword points up results in continuing pro- grams to improve service and reduce costs. The organization of the Post Office Department is shown followed by a brief financial summary. The report then gives details on matters covering operations and services; re- search and engineering; modern trans- portation; financial and related serv- ices; facilities and equipment; per- sonnel management; public informa- tion; the inspection service; legal matters; judicial functions; and plans for better management. The appendix contains numerous statistical tables giving data on financial statements, auditor's opinion, and summary; mail and other services; employees and em- ployment; post offices and collection and delivery services; facilities and related services; inspection service; ad- ministrative proceedings; mail trans- portation service; and history of the potsal service.
