PREFACE

The following pages are intended as a report of the activities and problems involved in the course of processing claims pursuant to the Yugoslav Claims Agreement of July 19, 1948, the Panamanian Claims Convention of October 11, 1950, the International Claims Settlement Act of 1949, as amended; and the War Claims Act of 1948, as amended, and is written primarily for the benefit of the Commission's staff. However, it is hoped that this report will be of special interest and a guide to attorneys and claimants interested in future claims programs, especially in view of the fact that the procedures adopted for the settlement of the above international claims represented a marked departure from that which had characterized earlier undertakings by the United States Government in the espousal of claims against foreign governments.

It is not possible within the limitations of this report to discuss each decision or to give a detailed report of the decisions quoted herein, or even to touch upon each phase of the Commission's functions.

This report is divided into three parts. The first part is limited to the history of the Foreign Claims Settlement Commission and its predecessors; part two deals with the history and processing of international claims against the Government of Yugoslavia and Panama; and part three is devoted to the history and settlement of claims under the War Claims Act of 1948, as amended.
