LEGISLATIVE, EXECUTIVE, AND JUDICIAL APPROPRIATION BILL.

Mr. BINGHAM, from the Committee on Appropriations, submitted the following

REPORT.

[To accompany H. R. 29360.]

In presenting the bill making appropriations for the legislative, executive, and judicial expenses of the Government for the fiscal year ending June 30, 1912, the Committee on Appropriations submit the following in explanation thereof:

The estimates on which the bill is based will be found on pages 9-82 and 143-155 of the Book of Estimates for 1912, amounting to $35,758,094.85, of which amount there is recommended $35,323,379.85, including provision for 14,630 specific salaries as against 14,780 estimated for.

An analysis of the bill shows:

It appropriates $434,715 less than the estimates, and exclusive of the increase from $2,000,000 to $2,500,000 to complete the work of taking the twelfth census it appropriates $170,793.15 less than the appropriations for 1910.

It provides for 150 fewer specific salaries than were estimated for, and 237 fewer than were appropriated for on account of the service for the current fiscal year.

For the Treasury Department proper the total sum recommended in the bill is $249,259 less than the appropriations for that department for the present fiscal year, and the number of specific salaries provided for therein is 266 less than those appropriated for this year.

For mints and assay offices the appropriations are reduced from $1,263,150 to $1,084,980, or $178,170. For this service the salaries of 41 employees heretofore paid out of lump sums for mints and assay offices are made specific.

In the Interior Department a reduction is made of $51,900, and 54 salaried places are dropped.

The amounts for the Department of Justice are increased by $30,260, and 14 new employments are authorized as compared with the current law.

The Department of Commerce and Labor is more largely increased than are all of the other departments. The total increase therefor amounts to $679,240, of which sum $500,000 is on account of expenses of the Twelfth Census, and the total number of new salaried positions provided for in the department is 58.

RECAPITULATION.

The following comparative statement exhibits in detail, for all of the departments of the Government and all the branches thereof that are provided for in the bill, the appropriations made for the current fiscal year of 1911, the estimates for 1912, and the provisions recommended in the accompanying bill for the fiscal year 1912:
