of conception, or who offers his service by any notice, advertisement, or otherwise, to assist in the accomplishment of any such purpose, is guilty of a misdemeanor.

Revised Statutes, 1928, section 4640: Obscene language in presence of any woman or child in any public place.

Section 4642 prohibits, among other things

Any obscene writing, paper, book, picture, or print, or figure.

ARKANSAS

Whereas there is at this time being offered for sale in numerous places within the State of Arkansas various forms and classes of magazine, papers, and literature which are greatly obscene; and

Whereas, owing to its obscene and immoral nature, much of this literature is not permitted by the Federal Government to be sent through the United States mails, but is shipped into the State of Arkansas by express companies and by motor-vehicle carriers. Now therefore

Be it enacted by the General Assembly of the State of Arkansas:

SECTION 1. Hereafter it shall be unlawful for any person, firm, or corporation to sell, or to offer for sale, or to have in possession any magazine, paper, or other literature or printed book, picture, or matter, the shipment or transportation of which has been refused and rejected from the United States mails, or which literature, or literature of like character, the Gov. ernment of the United States will not permit to be sold, shipped, or handled.

SEC. 3. All laws and parts of laws in conflict herewith are hereby repealed, and this act shall be in full force and effect from and after its passage and approval.

CALIFORNIA

Kerr's Cyclopedia of Codes of California, 1920, section 317: Every person who willfully writes, composes, or publishes any notice or advertisement of any medicine or means for producing or facilitating a miscarriage or abortion, or for the prevention of conception, or who offers his services by any notice, advertisement, or otherwise, to assist in the accomplishment

Act of June 2, 1913, as amended: Unprofessional conduct as cause for suspending right to practice is defined as, "Fourth. All advertising of any medicinal or any means whereby the monthly periods of women can be regulated or the menses reestablished."

COLORADO

Regulation of medical practice

Compiled Laws of Colorado, 1921: Section 968 prohibits advertisement of substance to cure private diseases, prevent conception, or procure abortion, including receipts or prescriptions of drops, pills, tinctures, or other compounds, designed to prevent conception."

Section 6851 prohibits exhibiting, advertising, or distributing any drug or medicine or instrument for preventing conception.

Section 6850 forbids importation into State for sale within the State of obscene books, pamphlets, or prints.

Section 6851 prohibits distribution, advertisement, possession, etc., of any obscene book, pamphlet, paper, etc., or other material.

Section 6852 prohibits mailing, carrying, etc., of obscene material.

License revocable on following grounds: The conviction of a felony or of a crime involving moral turpitude, criminal abortion, advertising means for regulating monthly periods of women, advertising cures for sexual diseases, immoral, unprofessional, or dishonorable conduct.

CONNECTICUT

Revised Statutes of 1918, chapter 333:

SEC. 6397. Every person who shall buy, sell, advertise, lend, give or offer or show, or have in his possession with intent to sell, give, etc. * * * any article or instrument of indecent or immoral use or purpose * * * shall be imprisoned not more than two years or be fined not more than $1,000 or both.

SEC. 6399. Every person who shall use any drug, medicinal article, or instrument for the purpose of preventing conception shall be fined not less than $50 or imprisoned not less than 60 days nor more than one year or both.

Revised Statutes of 1918:

Section 6397 prohibits distribution of obscene literature, pictures, etc.

Revision of 1930, volume 1, chapter 152, section 2741: License may be revoked, suspended, or annulled for (a) conviction of crime involving moral turpitude; (b) immoral, fraudulent, dishonorable, or unprofessional conduct; (c) advertising which may be considered by examining board to be deceptive, misleading, extravagant, improbable, or unethical.

IOWA

13190 prohibits sale, distribution, or possession of any instrument or article or thing designed or intended for procuring abortion or preventing conception.

13194: Magistrate or police judge authorized to issue warrant for search and seizure.

Code of Iowa, 1924:

13189 prohibits importation, production, distribution of obscene literature, pictures, etc.

13190 prohibits sale, distribution, possession of literature, articles, or things for immoral use.

13191 prohibits anyone to circulate obscene articles.

13193 refers especially to minors. 13194 authorizes search and seizure. 13195: Exception in favor of teaching in regularly chartered medical colleges, publication or use of standard medical books, regular practitioners, druggists, and artists' models.

LOUISIANA

Act of 1884, section 1, prohibits any person to import for sale or exhibition, to sell or offer for sale or exhibit, any instrument or article of indecent or obscene use.

Act 95 of 1920, section 1, prohibits advertising any secret drug or nostrum purporting to be for the exclusive use of females or which cautions females against their use when in a condition of pregnancy, or in any way publishing an account or description of any secret drug or nostrum purporting to be exclusively for the use of females or for preventing conception or procuring abortion or miscarriage.

Act 56 of 1914, section 16: Certificate may be revoked for (1) conviction of crime, (7) advertising means or medicine whereby the monthly periods of women may be regulated or reestablished.

MAINE

Revised Statutes, 1916, section 10: Whoever publishes, sells, or distributes, by hand or otherwise, any circular, pamphlet or book containing * * recipes or prescriptions for drops, pills, tinctures, or other compounds designed to prevent conception shall be deemed guilty of a misdemeanor, and shall be punished by a fine of not less than $50 or by imprisonment for not more than three months.
