To be held in fiscal year 1976 with 50 Washington area employees attending. CONGRESSIONAL BRIEFING COURSE

Explanation.-Two-day CSC course held on Capitol Hill. Intensive study of the interrelations of USDA with Congress. Emphasis is on operations of Congressional Committees involved in authorizing legislation and in legislating appropriations. Primary attention focused on such areas as how legislative priorities are set; how substantive and appropriation legislation of USDA is processed ; how conflicts in USDA's legislative program are resolved at the departmental, OMB, and Congressional levels. Congressional Committee staff personnel and Congressmen participate in this workshop.

Note. This course provides needed insight for those expected to furnish professional inputs into budget requests.

REVISED PAGE FOR GR INSTRUCTION 918-6, AUX. 11 "INTERIM PROCEDURE FOR THE DETERMINATION OF UNIFORMITY IN SHIPLOT GRAIN"

I. Purpose

This Notice transmits a revised page 7 for insertion in the subject Auxiliary. The revision was necessary to clarify that part (in terms of entire sublots or entire separately logged components) of a material portion can be discharged to reduce the off-grade portion to 10 percent or less of the total lot. This revision also extends the length of time for which this inspection plan may be used. II. Effective date

The revised page is effective on receipt.

However, when a material portion designation was the result of exceeding one or more of the conditions listed in section III E 3 of this Auxiliary, an entire sublot (s) or an entire component (s) ( (when logged separately) may be discharged so that the remaining off-grade sublots or separately logged components, singly or combined by weight, do not exceed the 10 percent allowance. When this action is taken and there is not a material portion for some other reason, an inspection certificate for one grade may be issued.

Example:

1. Declared grade U.S. No. 2 SHW.

2. Lot size 401,536 bushels (last S/L 41,536 bu.). 3. Sublot size 40,000 bushels.

4. Inspection results:

Sublots Nos. 1-3, U.S. No. 2 SRW Dkg 0.5%.

Sublot No. 4, U.S. No. 3 SRW Dkg 0.5% (FM 1.2).
Sublots Nos. 5-9, U.S. No. 2 SRW Dkg 0.5%.

Sublot No. 10, U.S. No. 2 SRW Dkg 1.0%.

5. Certification if none of the "off-grade" grain is discharged:

320,000 bu., U.S. No. 2 SRW Dkg 0.5%.

40,000 bu., U.S. No. 2 SRW Dkg 1.0%.

41,536 bu., U.S. No. 3 SRW Dkg 0.5%.

IV. Effective date

This interim procedure shall become effective on November 17, 1974, and will remain in effect until further notice. Any previously written instructions pertaining to application of the "10 Percent Plan" are hereby cancelled.

This Auxiliary implements sections 26.14(b)(2) and (d) of the regulations. It does not establish a new or revised substantive rule.

I. Purpose

SHIPLOT INSPECTION (PLAN A)-REVISED TABLE

This Notice transmits a revised "Table 2" for insertion in GR Instruction 918-6, Aux. 10, "Uniform Shiplot Inspection Plan." The table is revised to provide that the special grade "heavy" is not applicable in determining a material portion in wheat shiplot, unless specified in the declared grade.

II. Effective date

This Notice and revised Table 2 are effective upon receipt. This revision does not establish a new or revised substantive rule.
