The study was performed by Arthur Young and Company under the direction of the Drug Enforcement Administration in partial fulfillment of the provisions of contract DEA 74-34 as a service to state regulatory boards. It was funded by the Special Action Office of Drug Abuse Prevention. In addition to these Agencies, the Food and Drug Administration and the National Institute on Drug Abuse were represented in the Interagency Project Advisory Group which provided technical guidance for this effort. Basically, it seeks to assist state regulatory agencies in their regulatory roles while encouraging a closer working relationship between professional societies and the Federal government.
